Rowers - What percentage helps arms vs. back vs. legs?

I am wondering if a rower is similar to swimming - where many different parts of the body benefit from the exercise. I am most interested in gaining strength in my legs, but wonder how much my arms and back will be affected. I know there are not correct answers since some people may use their arms more than their legs or vice a versa. Just looking for some ideas.

Like you said, some people may use their arms more than their legs or vice versa. But when done correctly, the American Fitness Professionals Association states that rowing should be about 65-75% legs and 25-35% upper body.
