Treadmills aren't low impact because jogging/running is a high-impact exercise. However, treadmills usually have some level of cushioning built into the deck to help absorb the impact that comes with running and jogging. There are treadmills that feel softer underfoot than others. NordicTrack has some of the softest cushioning on treadmills we've tested. What are you hoping to do with your treadmill? How often are you hoping to use it? With a bit more information, I can suggest a specific model that has a high level of cushioning.
